World Seeker only allows you to play Luffy in the main story and Zoro in DLC. It's pretty good, but is repetitive and the city looks more like our world than One Piece's.
The best answer is yourself. Both games don't cost a lot, it doesn't matter if you're buying on sale on Steam or on the gray market. Make up your own mind.
