Do you use a third-party antivirus tool? If yes, try temporarily disabling them and then try launching the games. Some of the more overzealous, bloated ones, like AVG, are known to cause issues with soulsgames, like the games throwing errors, when trying to save or outright not launching.
I'd also try unplugging every peripheral from your computer, like controllers or USB sticks.
If it's a perpetual blackscreen you're getting, try putting one of the game's in windowed mode by editing it's config-file. For example, you can find DS2:SotFS's config file, if you type %appdata% into the Windows search then open the "DarkSoulsII"-folder inside, to find a file, called "GraphicsConfig_SOFS.xml", open it with any text editor and change the line
If that doesn't work either, try a clean boot of Windows, in order to rule out any other 3rd-party apps causing conflicts:

I've forgot to mention, when you do a clean boot, keep services related to your graphic's card and Steam enabled, since you need them to launch the games. That includes basically anything, that says "Intel", "AMD", "NVIDIA", "Steam" or "VALVe".
