How to craft a divine weapon?

I want to go to the catacombs. I gave Andre the Divine Ember, and I got the Green Titanite in the catacombs, but Andre still gets the message "no weapon to craft".

Look to modify in his action list
The menu has tabs across it, with (by then, at least three tabs. One is to modify a weapon.

Divine needs to be based on a +5 weapon. If you don't have one on you, he will have nothing to work with. Find the weapon you like/want, upgrade it to +5 then go to Andre and look at the Modify tab

It will appear as your +5 weapon -> converted to a Divine +0?. Or +1. I don't recall. But you will know soon enough
