What you aren't looking at is release dates. This forum is for the remaster that didn't come out until 2018. If you're looking at 2 & 3 those are older games. The remaster went on sale just as often as those did after it released. But none of the games have been on sale since December 2021. The servers have been down and the company isn't putting them on discount right now, and who knows if they ever will again.
They have their reasons, for everything. They just don't share them with anyone. Even us. Their fans/customers.
This will not change. If the publisher is having to front cash to have their devs of From's devs to work on this, then I would doubt a sale is in their plan.
But, I do not know their plans and neither does anyone else.
Chill out. Buy the game if you have the cash. Play something else if you don't.

A key store is a store that sells game keys. These keys are codes that you enter into a platform such as steam to activate your game purchase.
Game keys allow games to be sold through other websites rather than always being direct from the platform you will be playing on.
It will be on sale when the Publisher, Namco Bandai, decides to put it on sale.
As they recently had a Steam Sale, and didn't reduce the price one strongly suspects they don't care about sending mixed messages, or reducing the price.
None of us know. Nor will we.
Until one of you dorks gets off your behind, gets hired by Namco Bandai, and works on their souls marketing team we will remain clueless. No thanks to you.
