Anywhere between 25 and 50 nets some good results.

Yeah, around those levels should be good as most people that get there are either low level or mid level.

The main thing is to optimize your build because you'll be invading many levels higher. As an example: I host and invade often in the forest at SL60. The range that can invade me is SL28-66, but I can invade up to SL100. In 2024 you can't count on a co-invader so you've got to have good vitality and decent damage potential to be competitive.

I think Ahzek's comment is about right but I would favour the higher end of that range.
