In the case of Forest Hunter, it's a covenant that can only technically be leveled by pvp. But it only requires a single pvp victory to claim all the rewards of the covenant. And said rewards are either inconsequential (dialogue about Shiva which is about a cut content that's no longer in the game) or the Ring of Fog which can be gotten by simply trading with Snuggly the Crow (each playthrough should get 2 Skull Lantern. You can use one of them to exchange with Snuggly for the Ring of Fog).
With farming Sunlight Maggots. Put on your Gold Serpent Ring, get 10 humanity, and wear the Mimic head helmet (watch your HP, the thing is constantly draining your HP) and go farming the maggots. There are 8 per run (excluding the non-respawning one that drops the Sunlight Maggot helmet) and you should get about 1 medal per run.
It's ideal to have the Chaos Servant shortcut unlocked to do it as it will drastically cut down the farming time, but it's not necessary. You will need to join Chaos Servant and give 30 humanity to Quelaag's Sister to unlock the shortcut if you decide to do it.
Just camp at say, Anor Londo and funnelling people through O&S and you'll get enough medals in no time. You can always leave the covenant later. You even get to keep the miracle and ability to use them after you leave (barring Sunlight Spear, but that's for NG+).
It's not like how if you're trying to summon other people you need the area boss alive. Or that you can't be invaded in areas where the area boss is dead. You can place your white soap sign in any area of the game and it will be loaded into someone's game that match the level range and that their boss for the area is still alive. The only restriction is that you can't leave the said area without the sign disappearing so you might need to sit and wait for a while (or do something in the meantime for fun without leaving the area).

Let's say you're level 90, which is about the level one may have at the end of the game (maybe a bit too high but whatever). You can see you can be summoned by players anywhere between level 73 and 111. That covers a decently large amount of location you can camp at as a summon.
Unless you're leveling your character constantly, otherwise you should still be within summon range for most of the content after Anor Londo such as the Lords and the DLC. While say Bed of Chaos is not somewhere summoning would work so don't go there, but places like the 4 Kings and DLC bosses are pretty popular summon spots for end-game. As popular as an old game like DS1 can be that is. Bosses like Nito is a bit inconsistent, since it can be a wait of an hour or multiple people back to back so you can give it a shot there too. With Seath you might be a bit too over-levelled but it wouldn't hurt putting your sign next to the balcony bonfire to give it a try; you never know if you are gonna catch a straggler (newbies often over-level so in this case you might need to take the role of a guide since they'll probably be clueless).
Even then, you can always try putting your sign in the early game areas like Belltower Gargoyles. You might just get summoned. But not by new low level players, but into NG+ with fellow high level players. You can summon and be summoned across NG tiers. I should know since I went back to Anor Londo as a Sun Bro and got into someone's game where their super Smough killed me in 1 hit from full HP; I still had no idea which NG tier I got into.
So yeah. So long there are people playing the game, the level ranges match, and signs are actually in a location people would see, summoning action can always happen.
Grinding covenant items with pve is a fall back for when the day comes that you can no longer find any online action. Or that you simply don't want to play with other players.
You might also want to watch out for cases like Sif where the closest bonfire is technically just outside the actual boss's zone and belongs in Moonlight Butterfly's area. So in that case, if you ever want to put sign for Sif you will want to put it after the gate than just next to the bonfire (the illusion wall bonfire outside the Crest of Artorias gate) and below the stairs as you can't place signs on that staircase. If you know what I mean.
That's jsut a fyi. That said, Sif as a late game summon area is a bit hit or miss. Since it's also a common pvp area so people either do it hollowed or turning human just for pvp than the boss.

Remember the point of the summon sign is visibility. Experiment a little to try and find somewhere people will most likely see the sign to maximise your chance of being summoned.
2. Similar to Q1, you can NOT be summoned to a host's game where the area boss is ALREADY dead. Only those whose area boss is still alive can see summon signs. Once you're in someone else's game you will stay there until either you die, the host dies, or the area boss is killed by your team (or if banishment happens such as via Black Separation Crystal which is an item basically never used like the Darksign so you don't need to consider it).
If you're in Warrior of Sunlight, each successful boss kill will award you with a Sunlight Medal on top of standard rewards of souls and +1 "soft" Humanity. You will not receive rewards if you die before the boss death even if the host manages to kill it after your death (when host dies, ally phantoms automatically go home without rewards. But if ally phantoms die, the host can still just keep going). And if you have a second ally phantom that's also a Sun Bro and they manage to stay alive to kill the boss that will increase the medal reward to 2; this is because Warrior of Sunlight will award every surviving member on the team after the fight a medal after a successful kill so they can stack with multiple Sun Bros on team.
Also just fyi, you also can't be invaded in areas where the boss is dead. This is why passive pvp'ers camping in high pvp traffic that prefers to wait to BE invaded by other prospect pvp'ers will intentionally keep the area boss alive; as otherwise they can't be invaded. That said, if you prefer to be the invader via using say the Red Eye Orb, you can still invade others from a zone after you killed the boss so long you match the leveling bracket of the other players in the same area whose area boss for the zone is still alive, just like summoning.
