Report a translation problem
You only have one person on the VPN, right? You are using both the same password in the Network menu in DARK SOULS™ right? You are in the same location and the summoner has NOT killed the boss, right? Your phantom has his sign down and you both know where it is, right? And the host is in human form, right?
If all that's true and I am sure it is, then, you should be able to summon... the only thing I can think of then would be VPN configuration, like you might want to make sure it relays to a server fairly near you.
If you've already done even that then, I dunno, might be something else you have to do...
There is an option to bypass the official server, but red phantoms, and inscriptions you will not see (:D I hope for you this is not a problem). As they write, there are no problems if you do not use cheats and mods.
Looking at your steam account name, you can't use a looooong name in Dark souls and be summoned. Game will let you enter\use the name, but you can't coop with it.
One of you could be soft banned, for just using a mod, or cheatengine... or one of you has a ripped copy... Many other possibilities, read:
