Quick Question: White Dragon Breath Availability

So i know you have to make Big Hat Logan go insane to get the Tin Crystallization Catalyst, but now i read at multiple places that you can get WDB as soon as you free him from his The Duke's Archives prison cell.
As usual, the internet brings conflicting statements and so i come here, hoping to get a clear response.
So to put it as short as i can: Does Big Hat Logan drop the White Dragon Breath Sorcery if you kill him after freeing him from his The Duke's Archives prison, but before he goes insane?

I have it seen in his merchant inventory after you free him. He'll sit in the dark room close to the Duke's Archive bonfire, behind the retractable library wall in the dark room to the left.
Have never killed him though, so couldn't tell if it drops when you open the cell.

You're wrong about this, he doesn't sell White Dragon Breath.

Yeah, it's only ever a drop.

I VERY much do appreciate the sacrifice you just made only for my question, i do not want you to think otherwise.
But i HAVE to ask: Did you kill him in that prison cell or in the library?

You only get the good stuff, highest level of INT required spells, if you play through his entire dialogue tree. Which he cannot do if you kill him before he attacks you.

Hint: Top of the archive where you first dealt with that scale less beast, Seath. That is the only place to get the his highest spell[/spoil]
