For some odd reason it has decent reviews. I can only guess its from console ♥♥♥♥ who are used to ♥♥♥♥♥♥ specs.
when i said consoles you assumed i'm saying it runs at 60 on the switch?

You don't even own this game on Steam. Why don't you go back to your subpar console.
"10-30FPS" doesn't sound right though. Well, on XB360/PS3, it would've, but not on the Switch. Even at Blightown, it should run mostly at a solid 30FPS. Only in the most intense scenarios should it drop into the mid 20's in handheld, according to reviews.
But there are general frame-pacing issues, that are not Switch-exclusive, it's a tradition at this point for the franchise. Be it DS1 on PS3 and XBOX360 or Bloodborne and DS3 on PS4, doesn't matter. They all share that exact same issue.
All in all, DS:R on Switch is serviceable, though it could've been a bit better. But the hardware also just isn't very powerful. It's actually one of the better AAA Switch ports out there, if you can believe that.
