However, there are a few things to check in Steam. Look at the Steam -> settings -> controller and see that Steam, and you agree on the setting. Then check what DS:R believes you have. I have zero experience with the Switch Pro Controller, the game has never seen one, so that might take some tinkering. Make it emulate an Xbox controller might be necessary, for instance.
Hardware check:
If the left thumb switch is the issue, then it can be diagnosed by simply comparing the feeling of the right analog stick vs the left one. One going bad will feel distinctly different. Sloppy around the null point. Or, to get it to click you wind up with other (seemingly random) joystick inputs.

I have checked with the steam settings, in and out of big picture, and the only thing that seems immediately relevant is the outer deadzone for the control stick. I've messed with it with no difference. So if you have any more-specific instructions, that may help. I did also try with a PS3 controller with the same symptoms as described above.
I would like to ask that we refrain from focusing on a Controller Hardware as the issue. For the above reasons (tested with PS3 Controller, temporary fix on reboot, several discussions about this issue with DSR specifically) I do not believe that it is the controller exclusively. I've had it well-kept for 6 months. Likewise the logistics of modding or replacing a controller are far less preferred.
Hoping we can come together with a more-definitive/cost-effective solution.
One thing I noticed (though I could just be imagining things) is that the waling bug only seems to happen later in the game. In the case of my last playthrough, the issue only started happening around Demon's Ruins and persisted through Izalith, the DLC, and the final boss.
I'm wondering if certain factors relating to early vs. late game affect this issue.
If i reconnect the controller it doesnt happend for a while. I feel like its when you do something specific in game, it starts to happend. Dont know what it is.
also lower the outer deadzone in steams settings.

I believe I've already tried lowering the controller outer dead zone through the game-specific controller settings, and that didn't do much either.
you misunderstood. in this case we arent using a keyboard, and are using the switch pro controller. i said reWASD so rather than the game thinking the player is using a switch controller, the game will think its a xbox controller. on top of that, changing the deadzone with that aswell is just another step on top, i realize they tried that when the game thought it was a switch controller. regardless you could AT LEAST TRY this method rather than bashing it.

Hmm, y'know this could actually work as I have a Switch Pro and I don't recall having this issue with that controller. However, I use an 8bitdo wireless adapter to connect my Switch Pro to my PC so Windows sees it as an Xbox 360 controller. [Edit2: I forgot, I DO have this same issue, haha. Sry!]
[Edit: Even with this setup though, I actually have had similar issues in the past with duckstation and pcsx2 emulators; I have to set the analog axis scale to 1.30 or so to get diagonal movement working in the MGS games for ps2 and Parasite Eve for ps1, for example. Of course those emulators are completely different software which use sdl for input...]

I started thinking after I posted this that I stopped using my Switch Pro with the Souls series for SOME reason. I asked my brother about it, who also uses a Switch Pro w/ 8bitdo adapter, and he confirmed that this happens to him aswell in the Souls games and even reminded me that had complained about it to him before, lol. He's right, I remember that now. I had completely forgotten about that, haha. I most likely changed controllers right after I first noticed it and besides, I haven't seriously played this game since last year, probably. So yeah, sorry for posting wrong info. *facepalm*
