the way it behaves totally makes sense to have more dex scaling IMHO...
if you focus on str gargoyle tail probably isn't the best choice, sadly
You insist on using axes?
When you look on your weapons menu ( "toggle display" ) you can see symbols for str, dex, int and faith. And next to the symbols letters S, A ,B , C, D or E. This letters tell you how good your weapon scales with your stats and gives you a damage bonus. S is the best scaling you only can get with a few upgraded weapons, A the second best, ...and so on, E is a bad scaling.
This means,when you're looking for the best weapons for a strength build, you want weapons with a high str. scaling. Per ex some hammers get A or B scaling. That doesn't mean your axes are bad, but the Gargoyle Axe scales better with dex than with str.
In early game try a Reinforced Club. ( You can buy it in the Undead Burg from Undead Merchant). Ofcourse you can also progress with your Battle Axe.
Then get the Great Club, pick it up in Blighttown. That's one of the best str. weapons .
Farm a Man Serpent Greatsword in Sen's Fortress.
No, I would like to switch between axe and sword. But I hear that the club is also good.

stat wise i guess it's actually more of a quality weapon then a pure strength weapon, but if you have the required strength (24 to use onehanded, 16 for twohanded) you can just give it a try and see if you like the moveset before investing any tits to improve it
