The chests in hidden part of Anor Londo also contained weapon specificaly made to kill gods.
The person in tower is hollow, as it is recurring theme that NPCs attack you when they go hollow.
Even Andre being there makes little sense. I get that he isn't really going hollow due to his work and there's essentially always people in need of weaponry, but it's still very odd. And then to top it all off.. if you "kill" an NPC.. they're dead... like how? I know NPCs in 3 come back, but not actually all of them. And in DS1 and DS2 they straight up.. die. Hollows.. who die. How can that be? A perfectly sane hollow.. as sane as can be for being hollow, who just dies. The lore is really inconsistent and has a bunch of plot holes. In my eyes anyway.
