How do you do a strong attack?
It says for strong attack press ^ + left mouse. Is that the up arrow or what? Tried up arrow + left mouse but it was just a normal attack, same as pressing just left mouse alone.

Tried changing it from the menu to CTRL + left mouse but it was highlighted in red and kept saying there is a conflict, even though CTRL wasn't mapped to anything else. I couldn't find a way to change this.

I just wanna know how to perform a strong attack on PC?

1. Plug in a controller
2. R2/RT

I'm kidding, it's either CTRL+left mouse or Shift+left mouse.

It's shift + M1.

Yes it's shift+ left mouse.
I have the feeling that you might end up having problem with kick and jumping attack as well so here is how to perform them as well:
Kick: stop moving then W+Left mouse
Jumping attack: stop moving then W+Shift+Left Mouse
These can be difficult to pull off reliably and the game doesn't let you change the key bindings for these so if you want to do them reliably I would recommend using Autohotkey or if you are unfamiliar with that just download EMU Light, which is a program made exactly to help with key bindings in DS games, you can find it on Nexus among the DS3 mods, but it works for all 3 games.

Dark Souls' has always had notoriety in regards to its incomprehensible and bizarre KB+M controls.

You probably would want to try to seriously rebind the keys, sometimes even use mods for the mouse control options if accessible, for the KB+M to not feel like trying to pilot a tank.

It's not just Dark Souls, it's all ARPGs really. I tried to play Code Vein with KB+M and it was horrid. It just so happens that Dark Souls is very popular and highlights this issue.

I think to further narrow it down, it is Japanese ports that have esoteric bindings. For some reason it seems that no one at Capcom, Bamco, Koie Tecmo,Fromsoftware, Falcom, etc...has ever played a game on a pc using the KB+Mouse.

I wouldn't say it's just Japanese ARPGs, I recall the KB+M keyboard being sort of crappy on pc port of Darksiders as well though I've forgotten why. Or the 2008 Ubisoft's Prince of Persia where all the key prompts are shown still in the xbox controls for quick time events (which the game has a lot of) and you have to literally remap them IN YOUR HEAD if you use anything else for inputs.

Dark Souls is just really something else, I guess it also has to be the "dark souls" of KB+M bindings in a video game too. Never would I have imagined I would ever need to use keys like "insert" or "delete", let alone using them to navigate a menu in a video game.

I guess it's a lot more to do with console game developers having little idea how people generally use KB+M. Japanese devs may or may not exhibit more of this issues since their gaming culture is almost exclusively console (and hand-held) oriented, however.
