Your question is "when are they in range of 15" - but it should be: "when do they hit upgrade level 9? for that is the lowest you can go with 15 yourself.
In short: Anor Londo should work out effortlessly, while people with certain builds who already know the game might hit it even befor that.
Really depends on wether or not they did the great hollow or farmed leeches in blight town for large titanite, or if they for example went for enchanted which you can boost to the equivalent of +13 befor sens.
Very very much player dependent, but anor londo should be the point where most people go to +10
Since You can get +15 after killing Capra without killing any more bosses, I bet there are plenty of people with max upgraded weapons with less then 10h in.
you can reach the RANGE for +15 without the new londo ember. People need +9 to interact with your +15, other weapon types are also upgradableto the equivalent of +15 / 9 without much effort.
Considering you get the lightning spear in sens before it.. that's already a +10 weapon when you pick it up.
and it's easy to have a +4 unique weapon by that point as well or a +15 if you know what you're doing.
Considering having a +9 weapon puts you in range of those with +15 there's really no reason to worry about your weapon matchmaking unless you really want to stay in range of low level players for farming the Gargoyles or something.. I went +5 max to do that.
After the Gargoyles you can go to +10 without worry and by Sens Fortress you should be focusing on maxing out your main weapons asap.
DS:R, not DS1. Dark Souls infamously did not include weapon upgrades in matchmaking, which was why the early areas were rife with genuine twinks with +5 unique weapons or +15 regular weapons oneshotting nubs. The reason Giantdad became a meme is because it was a twink build frequently encountered and nearly impossible for new/low level players to counter, not because it was a PvP meta build (that would be spamming R1 with a DMB buffed curved sword or chain backstabs.)
