He's initially locked in a cell hidden in the Tower where you fight the Gargoyles and ring the first bell. From where the Channeler was take a left and you'll see a Balder Knight. He's near that area. Don't kill him there. Let him out and exhaust his dialouge so he moves to Firelink. From where he's sitting at Firelink you can kick him two or three times and it'll launch him off the ledge to his death. Save and quit then go back into the game and his drops will be there.
There's a key you can find to Lautrec's cell in Undeadburg. It's off to the side but hard to miss. I think the Master Key might also open it but I'm not sure. Opening it and talking to him lets you summon him for a few fights. But yeah ringing a bell automatically puts him at Firelink next to the Firekeeper.
Skull Lanterns sometimes* drop from the Necromancers (the wizards who rez the skeletons) in the Catacombs, but if you make it to Tomb of the Giants and talk to Patches you will find one on a corpse.
*If you kill all of the Necromancers the last one has a 100% guarenteed drop for the Skull Lantern.

There are TWO, I say TWO chances to get the Lantern. Let alone two other ways to light the place thats been stated above by others.
One of the Necromancers will drop one eventually so if you kill all of them you get a Lantern, just check the bodies.
There is one found as a loot in the Tomb of the Giants itself.... Hint:- Dont attack the dodgy bloke telling you about the "Treasure down that hole" and take a look instead.

A divine weapon makes it a little easier so if you want that do the moonlight butterfly first for the divine ember (give to Andre) unless you can use the Astora Straight sword but its not absolutely needed if you get to the necromancers fast.
Of course some will tell you that you can ignore most of the catacombs to get to pinwheel using speedrunning techniques but would you fast forward a film your watching the first time.
Oh and killing Lautrec early means you miss out on two armour sets later, one a light armour set a good one and the other a heavy armour set, not so good but its lautrecs armour and has fashion soul uses.
