Aim at him, and always higher till you hit him. Then just shoot at him with the Poison Arrows. He wont attack you and you can cheese him down that way
About the Boss, you just hide behind the pillars do cancel all dmg he does except his big blast that one goes through the walls and you need to roll/jump/run out of the way. Then get close to him and hit him 1-2 times while he is porting himself. rince and repeat
Fun fact for a brief time after teleporting his hitbox is still there so you can pile on DPS before you need to move again. This same thing applies to when the Four Kings die. If you strike the area they vanish from the hitbox is still there for a short period and will take damage. At least in the original game I haven't had a chance to test on Remastered.
