Hm, I remember one time in PTDE I attacked him near his books. After this sin he never left this place. I have no idea how to solve it.
You don't have a backup save? Or last bet could be to pay absolution, no idea if it would fix it.

Cant you get your sin remoed with oswald of catarina near the first bell? Then it should unaggro him. and he should move along in his storyline.

Did you quit, exit out, and go back to where you fought Seith the first time? He should be hollow in that area where you can kill him

You might try new thread if changing topic

Try going back up to Seath defeating the spirit that is there then go back to the library and you should find Logan's gear inside a chest rather than fighting him.

you need to exhaust his dialogue

Once you buy all his spells after you freed him from the archive prison you need to exhaust his dialogue, multiple times untill he doesnt recognise you anymore, then reload the area, then he will move to the location were you FIRST (so not in the caves) encounter Seath and be hollow/hostile and drop the dragonbreath spell. After killing him there his equipment will be in a chest at his previous location. I have no idea if making him hostile will interrupt this questline.
