They are giving the option to unlock your monitor's refresh rate, not the game's framerate.
So if you have a 144Hz monitor for example, and the game locks the monitor to 60Hz and 60fps, even a rock solid 60fps won't be super smooth, because the monitor isn't running at it's native refresh rate.
However, if you play the same game, with your monitor's refresh rate unlocked to 144 Hz, and the game locked to 60fps, it can be smoother overall.
Especially with things like Gsync and Freesync, and this helps a lot with frametimes and whatnot.
but when you enabled 144 option, the game will fill the requested frames to make it smoother,
so instead of frame 1 2 3 4 5 ---144
it will be more like 1 1 2 2 3 3 4 4 --- 60 60
tons smoother
it is not your setup or your monitor, it is the game doesnt have more than actual 60 frames per sec.
just like the game L.A Noire, the game has only 30 frames per second, forcing it to run more than 30 frames will create graphical distortions.
