Does Password Matchmaking Ignore Soul Level?

I just did a rather small test with a friend of mine.
Was level 7, i was level 19. According to the old summon range calculator from fextralife we should not have seen each other.
That was the case. Max level to summon someone as a lvl 7 is lvl 18.
However as we used a password my sign popped up.
