Report a translation problem
If you're on windows 10, attempt to run it for compatibility for 8 or 7, make sure the game is fullscreened, don't use big picture mode (doesn't work for me), make sure the game is set as administrator. I use the Xbox One Elite controller, and connect it with the Xbone controlelr Wireless Adapter that came with my oculus rift, but can be found for 20 dollars.
do not alt tab away from the game.

Be sure to look at the directory. Steam folder can be found in either program files, or program files(84x) or appdata.
I use a different internal HDD for a lot of lower end games that do not require modding or an SSD.
Start big picture mode,
Click on the gear (settings) at the top right,
Click on "Controller Settings",
There should be 6 checkboxes, the only one that I have checked is the first one, "Guide Button Focuses Steam".
That has worked for me, give it a shot
