Where are the people? I am level 110 and at the end of first playthrough and I don't see any signs anywhere

Fishercat; Try Oolacile Township and vicinity for both PvE and PvP. Most people are ~SL65 when finishing the normal game. Add 10-15 levels with the DLC's. So you're basically almost at "meta PvP level", which is SL120-125.

I'm currently getting a lot of PvP action on my SL35 (WL9), SL55 (WL15), SL65 (WL15), SL75 (WL15) and SL120 (WL15).

At SL35 there's obviously more action before Anor Londo. The others get less action before Sen's Fortress due to only being able to invade WL10 and up, which most people get for picking up the Lightning Spear in Sen's Fortress or any of the later +10 pickups.

got invaded 3 times today in the span of 14 mins while near the campfire at the bottom of the depths, nice with some xp in that place lol. not that i give a ♥♥♥♥ about pvp though.

It seems a bit active to me. I'm SL 39 and I never get summoned or invaded. Although I see a few signs.

I've been invading non stop, and I mean less than 10 seconds between invasions, in Sen's Fortress and Depths all day. SL35 and Weapon +9. New character, unfamiliar build and the best fun I've had in ages in DSR.

EDIT: All areas in Anor Londo was quite lively as well.

While some people are still in denial, the truth is that all three of the Souls games are pretty much dead. Yes, you can still get some PvP, yes, you can still invade someone from time to time, but basically no-one is playing anymore. DS1 barely had any players on PC to begin with, and after the Remaster was released some people started playing that and others kept playing PtDE, further splitting the player base.

You will quickly notice this once you start PvPing in Oolacile Township. It's the same handful of players every day, sometimes with different accounts. Easy to verify using "View > Players > Recent games".

The same goes for invasions. Yes, you can still get invaded and find targets for invasions, but in both cases you will also encounter the same ten people every time.

If you define "active" as "you can find invasions and PvP" then yes, it is, because even if only 10 people are playing you will encounter them since everyone goes to the same places for PvP and tries to invade in Anor Londo, etc. Likewise, since almost nobody plays the game anymore, if you go to Anor Londo you will obviously get many invasions because you're the only target for the 10 invaders waiting to invade.

If you define "active" as "having a decent amount of players", then no, this game isn't active. You could simply have checked the Steam statistics to know.

The PS4 version of this game is still the most active one, but it makes very little difference either way.

There are 6500 people playing DS3 right now. Not exactly dead imo

Do you expect World of Warcraft numbers for a comparatively obscure action game?
