At SL35 there's obviously more action before Anor Londo. The others get less action before Sen's Fortress due to only being able to invade WL10 and up, which most people get for picking up the Lightning Spear in Sen's Fortress or any of the later +10 pickups.
EDIT: All areas in Anor Londo was quite lively as well.
You will quickly notice this once you start PvPing in Oolacile Township. It's the same handful of players every day, sometimes with different accounts. Easy to verify using "View > Players > Recent games".
The same goes for invasions. Yes, you can still get invaded and find targets for invasions, but in both cases you will also encounter the same ten people every time.
If you define "active" as "you can find invasions and PvP" then yes, it is, because even if only 10 people are playing you will encounter them since everyone goes to the same places for PvP and tries to invade in Anor Londo, etc. Likewise, since almost nobody plays the game anymore, if you go to Anor Londo you will obviously get many invasions because you're the only target for the 10 invaders waiting to invade.
If you define "active" as "having a decent amount of players", then no, this game isn't active. You could simply have checked the Steam statistics to know.
The PS4 version of this game is still the most active one, but it makes very little difference either way.
