Dragon Scale Farming Help
Trying to farm dragon scales for awesome dragon weapons, but finding these suckers is a giant pain. Been farming Valley of Drakes for past hour with 10 humanity + gold ring, but I've only gotten around 10.
Does anyone know any better ways to farm?

Join the dragon covenant and win duels. A lot of people try to get the torso stone early; you'd be surprised how many low-level people you can find in the Burg/Parish, and everywhere else besides.

Dueling is also more fun and gets you some practice with PvP. :)

Tried summoning in Burg, but I couldn't find anyone. What level range would you think it's most common? Or place?

At level 10 or so, I was able to farm plenty of scales (~30) at the Burg bonfire (near the merchant) over two days. Of course, "plenty" is a relative term; on some days you can go hours without seeing anyone. You need to play during peak hours, and preferably on weekends, for best results.

Keep in mind that you also need to have a low weapon level (preferably around 5) to get summoned. If you've been upgrading your dragon weapons at the same time (a +5 dragon weapon is WL 15), you can quickly find yourself outside the summon range.

Guess I might have to stick to farming for now

At SL 90, you're most likely to find activity at Oolacile township or the kiln. Even more so if you push your level to the meta range of 120-125.
