Dawn will ALWAYS show up on the QM gauge at lvl 2.
Noon randomly shows up on the QM gauge between (and including) QM lvl 3 to 5. For example you could have Noon be right after Dawn on the QM gauge.
I am too lazy to calculate the amount of abnormalities that will be under meltdown on day 12 per QM. All I will say is you just don't end the day and continue working on abnormalities till the mission is completed. The game doesn't expect you to complete the mission anyway.

I didn't feel like making assumptions on what you have so I said the easiest method that would take a long time. If I was to do it, Id hire 2 employees with level 2 Fortitude/Prudence and have them work on a TETH abnormality until they are promoted to level 2 at the same time. Since leveling up to the next level in a stat is only 15 or 20 point difference, you only really need to work on something maximum of 15 to 20 times Even quicker would be to send them into a HE class abnormality for a massive XP boost, reducing the amount of works needed by a lot at the cost of them taking more damage.
