Jack of all trades or specialists?
I know that there are some abnormalities that will kill your people if their stats are too high. If that's the case, should I still be trying to level everyone's stats or should I put specialists into each department that only level a specific stat?

I can't really think of a reason you would want someone to be really good at just one thing. The game is very good at catching Agents out in what they're slacking in one way or the other. The only case I can imagine is CENSORED, since he has a weird reverse scaling with his works, but considering he's an ALEPH, you're probably gonna go from 1 to 5 in that stat from a single days' work.
