Deleted old post because I misread your question - just train like crazy. It's kind of annoying because EXP is calculated after the cycle ends, but if you have your agents spend a lot of time with HE/WAW tier abnos, they should get there in no time. I suppose the way I'd do it is just keep training after you've hit your energy limit until you hit an ordeal you can't handle. By that point, you should be there.

I did it by hiring 2 employees to the department, not leveling them up at all, and using those two most of that day to get their stats higher. Being able to get 2 (maybe 3?) of their stats higher will level them up. I had the employees from the other 3 departments deal with anything bad that popped up
