Abnormality did not appear
In the transition from day 15-16 (memory repository) I selected an abnormality F-01-37 and then upgraded the training department (to level 5) and I had space in the safety department (level 1). The chosen abnormality did not show up in the safety department. I then completed day 16 and chose another abnormality O-01-67 in transition 16-17, upgraded the safety department (to level 2) and from what I checked, the previously selected anomaly was not added to the safety department (I thought there was a queuing system for abnormalities).

No mods are being used currently and this is the first run of my save file.

Will the missing abnormality show up later to be selected or do I need to restart (from day 1) to get it again?
If it has caused some sort of permanent issue for my future runs on this file, is there a mod to forcefully add that abnormality in place of another?

If it hasn't shown up, then it SHOULD appear in selection again. From my experience with mods and console commands, the game doesn't select it as "marked" until it has appeared the next day. There's actually a bug in the game where you can exploit this by getting two of the same Abno in the same day cause of that, but it's something easily avoided.

If you already have a department full of abnormalities, then you'll most likely get it when opening a new department. Worst case scenario is that you have a gap in your facility, but as long as the DAY is still the correct number then your save file should be fine.
