The regular method:
Just uh, try to hit&run her, avoiding her counter-attacks by going through her, or away from her, or even exiting the room before she strikes! That spear remains a danger, though. Fighting her when she's near a room's edge makes it easier to do that.
Maybe equip someone in good anti-pale armor, and try your best to avoid the black-damage attacks with her and also her pale attacks (with the armor basically being a safety net in case pale damage hits you)? Just be cautious about the spears, too.
If you got the right abnormality and energy, you could have Little Red fight her, too. It's great for safely getting her to change phases, or when not wanting to risk employee/gear loss.
Otherwise, all i can think of is to fiddle with the gear, find something tanky (ever unlocked Paradise Lost? That stuff would be really tanky, even vs pale), and keep on trying.
The uh, cheesy method:
You can also just equip a long-ranged weapon such as Blue Star's weapon, or probably anything else with a long range. For some reason her AI kinda glitches on that, and she ends up attacking the thin air between her and her target, her Justica attacks (pale damage) won't have enough range to reach your employees, and the hammer she wields is equally useless for that situation.
Though i suspect if you attack in groups she might still approach, or if there's a group with each member attacking at various distances, causing her to zig-zag between them and approach, so, in the case of groups, maybe keep them on the same spot just in case.
But yeah, all you'd have to do then, is remove all employees from today's work (besides one who'll be sitting in the Shelter), then hire throwaway employees for 1 LOB each, one per department, put the valued employee in the shelter, and just wait!
That said, this is extremely ineffecient unless you've got Blue Star in your facility, as anything else is probably ineffecient at killing Gerbura (besides maybe WN's buddies). Even Nothing There gets beaten up by her!! With Blue Star in it, it'll keep doing white damage until Gerbura dies, with this being the fastest way to do this cheesy method probably (and safest method). Even then, however, it can take 1-2 hours or longer.
On that note, Gerbura, i recall, takes x2 damage from abnormalities or something like that. Either way, they do more damage to her then they would to other abnormalities or employees, i suppose it's got to do with her uh, role/backstory somewhat. She still dishes out way, waaaay more pain in return though. God help them when the Twilight sword gets pulled out for action... :P
