In this mode if you get 16 e-boxes or more she recovers and goes back to 2 counters however she is much much harder to work with in that mood.
At some point an agent of mine with 145 temperance only got 15 e-boxes from working with her while in that mode.
Best way to handle her is to unlock execution bullets and sacrifice 3 clerks before every meltdown.
Oh, that's one way to do it.
But I haven't get the execution bullet from Geburah yet (I did one mission from her and get the slow bullet first because thinking it was super useful, then I reset) *sigh.....*.

And of course if they're being a direct hazard to people themselves (panicking and releasing abnormalities/attacking people/being mind-controlled/etc).
But yeah Queen of Hatred is probably the toughest to please abnormality in the game... Even tougher to please then freakin' ALEPH's, tougher to please then The Silent Orchestra! Best to get her stuff once and never-ever, EVER pick her again. Not worth it, never, nuh-uh, nope, ever.
And speaking of missions... You may want to get rabbits next, they're really helpful in taking down breaching ALEPH's, well, except Nothing There, he's a tough one, took me all the rabbits AND my remaining agents beating on him, and he was fought in Central Command too (which definitely allowed the rabbits to appear in full force with how large it is). Now i'm wondering if you can heal/shield rabbits, hm... If so they might actually win against him...
Hmm... It seems that, its not just me that have problem with Queen of hatred. Maybe I choose her later in a different playthrough, when I have the execution bullet and probably high equipment, strong employees to handle her when she get out.
I need to get all Geburah upgrades then (and probably Chesed too).

So, do you mean when the meltdown have two left, first send a best worker to work on her and that increase the meltdown, then while a worker still working on her and have around 13 score, you send another worker to work on another abnormality, which cause the meltdown and decreasing her counter. But because she was still work by a best worker and probably her score has more than 16 then, her counter increase back?

yeah that is what he meant but it feels kind of cheap. Like an exploit and now you have a -4 on her for that whole turn or whatever you call it and she is the easiest to get all boxes on her when she is not in her hysterical state.
There is another way and it is just using a level 5 temperance employee(and whatever stats to deal with her black damage) from the information departement because you get another temperance boost plus use the note of the crazed researcher to boost temperance even more.
It really decreases the chance of getting 15 or below but I still got it once...
Well, I did tried with level 4 temperance before, but have no temperance 5 worker at the moment and no crazed researcher. But I will try.
