My fast forward button is completely missing

Did you unlock the research for it yet? You gotta do some research with the Control Team (by completing their missions) in order to unlock the fast forward (which you can also toggle faster or slower with the Q and E keyboard shortcuts).

A fair share of the starting departments have essential researches to add or improve upon gameplay mechanics.

And if the button is missing even after unlocking it, yeah that's a bug... Though do be aware, a few events and creatures may disable your ability to pause and speed up time, forcing it at the slowest speed. But that's quite rare, especially on those early days.

I was able to unlock it by restarting completely, seems it was a bug caused by having a previous save still existing.
