Efficiency mission help

I can't finish the mission for netzach that requires me to dispatch 3 or less agents in all departments. It auto says failed on start so I assume it means I can't complete it but any tips on how to beat the mission?

At the management-Screen you can assign up to 5 employees per Department. (Drag and Drop). Simply make sure you have only 3 in each Department and start the day.

Obviously take only your employees with the higest lvl / Stats.
