Some people on the forums suggest more, but this works out great for me.
Also, later in the game, you will find a way to recruit employees at Level IV, with all stats at III which helps you a lot with saving LOB and training time. (Also, the Training Team doesn't has its name just for show.)
If you have difficult Abnormalities, you might want mostly high level employees.
Certain Abnormalities, like Woodsman and Scarecrow, require low level employees, so you might need more employees, who have to regularly be replaced if they get too good.
