One option is to have (at least) three clerks die every meltdown level. You can do this cleanly if you have access to a certain Magic Bullet from an abnormality (or Execution Bullets, which can be unlocked as a mission reward from the Disciplinary department).
The other option is a little complicated, but it's basically to time her work carefully. If you get 16 boxes with her when she is in her hysteric state, then she will return to normal. However, since she has a success rate malus whilst hysteric, the best way to do this would be to do work with her as the second-last work on a meltdown level. Then, when her counter has reached 16 PE boxes but her work is still in progress, start the last work on another abnormality to trigger the next meltdown. She will enter her hysteric state - but since you have already achieved 16 boxes, her Qliphoth counter will be restored when the work ends.
tl;dr: Work with her as the second-to-last abnormality on a Qliphoth Meltdown level. Then start the last work when she's at 16 PE boxes. She'll fall over, and then get up again when it finishes.
That being said, if you reach the maximum meltdown level (10) and then push over past that, resetting the meltdown level, it doesn't actually count for her going hysteric. This is probably a completely useless piece of information, but it's mildly interesting to know.
