Is judgement bird too strong?

You need to keep him AND the other Abnormalities happy.
If too many Abnormalities get bad moods, the judgement bird will
breach, even if he is happy.

I think judgemnt bird is fine the way it is
It is the only bird with a attack type of blue (insta kill)
Also the special ability judgement with the rigged scale to only point to the opposit side
Also just ignor the bird when it escapes, like punishing bird.

you can stall him by having employees enter the same room as him then have the employee instiantly leave but most of the time the clercs distract the abnormalitys

I recommend this, if at the beginning of a week, if you get a button and Judgement Bird.

Then may Vodka be with you, as the button starts out very unhappy.

Apocalypse Bird
Alriune
The Silent Orchestra
Judgement Bird
The King of Greed
Poor Screenwriter's Note
Singing Machine
And Nothing There
It is my opinion so deal with it

When this bird escapes, I just send everyone who are idle to suppress it, a dozen people with batons and pistols can take it down fairly quicky. The Little Red works too.
