Scrolling the details of Truth Bullets?

I'm not seeing how I can do this anywhere, scrolling just brings me to the next bullet instead of letting me read a singles one's entire content

You have to hold a click and move the mouse itself up and down.

Its a little odd, I expected it to be hold click and scrollwheel.
