outpost

so i want to make an outpost in a province next to mine (as i want to get resources)
there is:
no capital
no controller
and its been explored there is a monster liar there. it wont let me build an out post there it says blocked due to one or two active lairs is it because there is a monster lair there. sorry fairly new so this might be obvious if any one can help i would really appreciate it.

When you play with the Monster Lairs setting you need to clear any lairs in a province before you can build an outpost in it. (Warlords can ignore this requirement).

Move one army on it, attack it and remove the monsters. Depending on your setting it could be some considerable force nessesary
