- New monster attacks on high difficulties.
- No infinite ammo crates on higher difficulties. Except where it's essential.
- More ammo per clip.
- Can reload while running.
Overall, Fusion is harder on Serious and easier on Normal. If by "better" you mean "more challenge" then Fusion in Serious is your choice.
What about TFE and TSE. Are they harder on Serious and easier on Normal too?

There is a bug in HD version that results in minigun's double damage. It was fixed in Fusion.
Also enemies now are much more capable at reaching you, kleers no longer stuck below in Tomb of Ramses III for example.

Though this list is pretty long you won't notice much difference most of the time. Unlike BFE.
Only thing that sucks is how Fusion fragments the playerbase and modding atm.
I don't think 64 bitness has much to do with experience though. Talos Principle using pretty much same engine shows no big difference between 32 an 64 bit versions.
