Space Marine Scouts wielding shotguns
So I was playing for some time. I've noticed some players like to use scouts wielding shotguns while playing as Space Marines in the early game.

How do you counter them? Because they are very effective againts infantry.

Keep in mind that I hardly play multiplayer.

Perhaps you could use a sniper rifle to take them down from afar ?

Well, I am playing againts human. He or she will not just sit there and enjoy the sniper fire. Advancement will be put in order; besides there are usualy a horde of them who like to surround your units.

Melee attack. Still a suicide. Hero units? Well, the other player will always have support from other unit types: assault and hero.

Shoot them at distance. Shotguns turn scouts into a short range fire unit and the further they are the lesser is their damage. At max distance their damage is almost negligible.

Any set up team keeps them at bay unless they infiltrate.

In my case I'm playing as puny Eldar. Should I surround them with guardians while they are distracted chasing one of the guardian units? I also thought about rushing energy poduction so that I could buff my hero unit.

This is all 1vs1 skirmish, btw.

In 1v1 is pretty hard to surround a unit unless you lure them in a trap.
As Eldar any of your range units deal more damage than scouts so you are going to win any fire fight against them at distance, perhaps that's why they try to close in against you.
Don't waste Eldar lives as baits because they are expensive ones, instead I would try to use rangers at this point.
Although they are expensive they offer a hard counter to any variant of scouts: you shoot and detect them at safe distance, moreover you kill one of them with each shot unless is their leader and if they decide to approch you just use "kinetic shot" (rangers ability) to push and knockback them away.

Yes. You have to have 30 energy points to recruit them, although. Hence the energy rush is required.

This right here....
as Eldar, 1x guardians kill them...most people field 2x...which shreds them...Just focus fire.
As SM...just shoot them with your tacs...even if they get shotgun blasted...get up and walk them in melee....
As IG....keep the walker at a distance and fire away.
As Chaos....have CSMs shoot them.
As Orks....just lose...no jk lol....Shootas x2 will take care of them.
Anyways....you may lose some models, but you CAN and SHOULD kill that scout squad, as they HAD to invest in 20 power to get that ability...slowing dowh their tech. Have Fun ;)
