Is there a different console command for this?
I tried the eDuke32 "cl_weaponsway 0" console command but it didn't change anything.
It might not take too much manipulation this to effectively turn it off.
Within the same file, locating each reference to p_bob where this is being set (changed value), it might be as simple as modifying these lines so that p_bob is never changed, or maybe diffbob as this variable seems to be closely related to p_bob.
I've done no testing with this recently so I'm not sure what exactly needs to be modified at the moment. I know that it can be done though (both player bob and weapon sway) as I had done that once before back when the game was still in Early Access.
