Is it just the OS that is 32-bit, or does the laptop only have a 32-bit processor? If the processor can handle 64-bit, you could always install Linux onto an external hard drive (or USB thumb drive) and then boot the system off of this drive instead on the internal hard drive.

Less than 2% of Steam users use 32-Bit Hardware. Time to upgrade. Plus budget netbooks and tablets wouldn't (and shouldn't) be used for Steam anyway
On windows you just can release 32bit exe while on linux you need to staticaly link or download all needed 32bit libraries.
But ion maiden requires beefy "not 1.6Ghz" CPU to process that geometry, so I doubt the ion maiden will get playable on netbook. But preview campaing seems like a small sized game you would like to play on the go.
If false-positives are the only reason why, then I guess there isn't any real reason why it couldn't (or shouldn't) be compiled... Just don't make it the "preferred" or "obvious" installation choice, and provide informational notes prior to downloading, and during installation indicating that an AV false-positive may occur and that an exception rule in the AV software might be required in some instances.
You can run Ion Fury on 32-bit version of Eduke32, it should works. You can download it on official site.
