If you make a custom game, you can customize just about all of the rules.
You can set it to Public or make it Private and invite just your friends
You can set the maximum number of players anywhere from 1 to 16. ("Max 1" isn't really playing, but you can explore and learn the levels, if you want to.)
You can adjust the Hunter:Witch ratio.
You can set it so players can electively choose whether they want to be a Hunter or a Witch for each round.
You can adjust the amount of time Witches are given to hide before Hunters are let loose, or how long Hunters then get to search for Witches.
Etc, etc, etc.
I enjoy playing official servers, but I've really enjoyed the Custom Servers that I've joined (those that were set to public) as well.
EDIT:
Here's what the Custom Match window looks like, if that helps.. http://steamcommunity.com/sharedfiles/filedetails/?id=1237166557
