Watching the anime without playing the 2 previous games is a no-no. It will ruin the entire experience (both anime & game)
It's a separate, very brief side story that has nothing to do with this particular game. I hope it's included when Danganronpa V3 comes to North America, though the NIS America website doesn't make mention of it, even on the limited edition versions for the Vita/PS4. Maybe it will be a part of the End of Hope's Peak High School anime when it gets released on physical media. For now, fansubs exist in the usual places on the Internet that will give you at least a rough approximation of what happens.
