Can't change the game language to English

Hey, I am a foreigner living in China and want to play the game in English, any ideas why the game is locked to Chinese, is it because I am based in China and is there a way to circumvent this?

You can right-click on the game in your library, choose "Properties" and go to the LANGUAGE tab. There you can choose English. Well it worked for me :)
