I'am having this issue also, no games has this issue except helldiver 2
I've even heard it build up in some peoples short videos.
I've ended up turing off the Music and Voice (I know voice isn't the first choice, but for me it's always just listening to other peoples lives in the background - so Im okay with out it for rando.) I also turned everything down from !! and tweaked levels.
The crackles seems like it comes when all the audio layers start ramping up together. Like lots of drops or all of he guns and everything going at once. Even had some moments for me that felt as if I almost started o get a frame drop as the crackling got out of control.
It's not the '90's, I'm pretty sure we don't need to be upgrading our sound cards like back in the day!
Open Devices and Printers from Hardware and Sound within the Control Panel
Expand the Bluetooth headphone listed under Devices by double clicking it
Switch to the Services tab within the Properties dialog
Turn off Hands-free Telephony and click OK
This audio crackle ALSO happens with just regular speakers. It is not just bluetooth audio. I've tested multiple setup myself and I get crackle no mater what at some point.
