GTX 770 driver version 474.64.
tried running in administrator mode and the game guard logo pops up twice in this case but still see the same fatal error the game attempts to load. just black screen and the above message.

Microsoft DirectX: 12 API
A GPU may technically support "DirectX12", but specifically something like the 11_1 (or 11.1) "feature level". 12_0 is newer feature level, although still DirectX12. I think it's super silly and confusing.
I'm attempting to find a work around. One of which is potentially using proton. I haven't had any success yet, but maybe someone else can go beyond me. I've been doing some reading on the ProtonDB website. https://www.protondb.com/app/553850?device=pc
I have an AMD R9 280X, and I haven't yet run into a game that is too difficult for it to run, and I haven't even attempted to overclock it yet. I don't want a dialog box to tell me my GPU is too old, I want to SEE the poor performance myself and make my own decision.
Perhaps you could try something like '--use-d3d11'. No clue if it'll fix this for you, but it's worth a shot. To add this you need to go into game properties in Steam and add something like '%command% --use-d3d11' into Launch Options under General options, without quotes of course.
If anyone else has success with this, please report back. I've already been attempting this unsuccessfully. I've also tried the launch commands in reverse order since that should apply settings before launching.
It really pisses me off that the game can be manually set to run DX11, but will still force a check for DX12 with feature level 12_0. They just need to remove the force check.
Super frustrating! am excited to eventually play this game but it would be great if I didn't have to buy a GPU with DX 12, if a DX11 can be used
If I can't get this game to run, I don't think I'm willing buy another card. It's just one game, and my card has been fine for everything else. I'll wait to the end of my 2 weeks and request a refund in hopes they patch an issue on their end.
1) You must use Proton-GE[github.com]. None of the default steam protons seems to work. There are multiple versions of Proton-GE, but most recent was 8-32.
Proton is typically used with Linux operating systems, but can potentially be used to bypass DX on windows too. I don't plan to add extra instructions on that portion and I haven't tried myself. I use Linux. But it shouldn't be crazy. I'm sure there are guides to run Proton on Windows.
2) For launch options I used MANGOHUD=0 --use-d3d11. I've tested eliminating these and keep running into issues. Although I think the mangohud is fixing/bypassing a fullscreen issue, it could potentially be substituted with a similar command.
It's not 100% smooth sailing yet, but close.
You can't use regular steam Proton (Not yet at least). The regular Steam version of Proton seems to be missing some VK3D related packages, though I don't know exactly which. You need to download ProtonGE, which is a custom, independent version of proton, not provided by steam. After installing, you'll need to restart your computer. Don't forget you may need to launch with the "--use-d3d11" before you try to start the game. I realized I don't even have mangohud installed, so that command wasn't doing anything for me.
After running it, I believe it adds packages that the Steam Proton can make use of, because after installing ProtonGE, Proton8 worked fine for me. My best guess is that Steam Proton has outdated packages for VK3D that technically support DX12, but not at the newest feature levels.
My graphics card is a "Sapphire Vapor-X R9 280X Tri-X OC". Marginally lower specs than yours. I've been able to play, but it's been rough. I have to turn most settings down to minimums. I tend to wonder if it's because the game has issues with AMD. Let me know if you're in a similar boat, or getting decent performance.
If you can get past the DX12 issue, but still can't launch, you may still need some extra commands added to the launch options. Probably something to limit FPS and full-screen settings.
