helldivers keeps maxing out my CPU and it'll stutter then freeze my whole PC sometimes doing the loading screen where your helldiver gets out of the cryo pod. what could be causing this?

Start with this guide

As an additional step,
https://github.com/RedDot-3ND7355/MPO-GPU-FIX

This will add some nice tweaks to your GPU drivers in the registry.

This sounds like CPU is giving you the most grief though, what's your model of CPU? You can check by opening any folder, then right clicking "This PC" on the left and hitting properties.

set the game to DX11.
start by seting to ZERO, IMAGE SHARPNENING in graphics options( it must be second or third optin top down );
Lock FPS to a 60-70 ange in video driver for the game;
If you can turn off ReBar/4G DECODING, set it to off for this game.
Those are the most important.

Can you report your CPU temps?
if its maxing it out, then it could be a sign its being downclocked to save it from dying, and the freezing can come from it reaching thermal limits.
What cooler are you using?

Okay, well now I have to ask,
when did you start using that 14th gen i5? When did you install the latest firmware?
13th and 14th gen intel processors have a problem that causes them to destroy themselves unless you install the proper patches. The patches need to be installed to the motherboard directly. Until you do this, the processor will degrade rapidly. Installing the patches does not fix the damage, only prevent more.
