Instead of checking the usage statistics in task manager, check performance monitor. It will show each processor core usage and more details.
Check to see if any other programs are using up your CPU time, also check your memory usage and hard drive usage.
Additionally,
What's your ram clock and timing?
And what settings are you using under display and graphics?
It is possible that there is some problem on your end ..
But considering I have second best pc on the market from last year and still have problems, had problems even before that, decided to buy new pc just for this game .. 85% of the time i have 150+ fps .. remaining time i have weird "stable" 59
Game has still many crashes, is only somewhat optimized ..
So many things that can cause these problems ..

Biggest problem AMD GPU's have is the shader cache, this will switch from AMD "Optimized" to fully enabled. The settings I used were AMD ULPS Off, Shader Cache On, MPO Fix On, TDR fix ON, HAGS Fix On, TDRLevel (None).
The combination of both has me now stable on DX12 for the last 20 missions.
My build is a Ryzen 7 3700X & RX7600 GPU.
I'm running at 2560x1080 (Ultrawide), high settings with stable 80fps in combat.
I am not sure how to apply the Github GPU fix the instructions are unclear. I did try everything else and now the only thing that has changed is my GPU and CPU usage in this game are each 70% usage instead of being 80% and 50%. so now my Fps somestimes dips into the 100's which is a lot more playable but would still like to figure out how to get my GPU usage to 100% also I should mention I have attempted file verification multiple times throughout this process and I keep getting the message "1 file failed to validate will be reacquired." However this never happens i found a dev answer response to this issue and I followed the instructions and it seemms to sucessfully fix the issue however is has since then returned and the file that is missing to validate is a completely different file this time and dev has no clue why...
