You have multiple PC issues caused by low storage on your OS drive.
Windows needs around 120 GB free space on C: to work properly. Considering your RAM and overall hardware 200 GB are recommended to keep vacant for C: Because of that issue multiple updates did not applied correctly and you would need to reinstall several things to be on the safe side.
Start by cleaning up space then check for Windows updates and use SFC + DISM
If the issues persists afterwards reinstall Visual Studios and .NET Framework
