Game Stuttering (NVIDIA)

So my game(s) started to stutter 2 weeks ago and im genuinely worried on whats going on.. the render thread goes absolutely nuts when I move my camera and character.

11th i5-11400F 2.60GHZ, RTX 3060 12GBS VRAM, 16GBS RAM.

Ive tried reinstalling nvidia drivers, different versions, updated my BIOS, updated all drivers, got old audio drivers, updated directX, factory reset the whole pc, set vsync, remove frame limit but set frame limit on nvidia panel, cleaned disks, entirely disabling audio drivers, running game on a very low resolution (fps is great but still micro stutters), ran the game using directx11, disabling all antivirus, verifying integrity, cleaning hardware physically, GPU/CPU/RAM usage is fine + no overheating at all, this issue occurred in various different games.
