If you have the Nvidia app installed for the overlay you can hit ALT+R to bring it up in the corner and see some of these details as well. You can also have it "optimize" the settings for your card in the nvidia app and see if it runs better. Sometimes my card can handle more than the app recommends but it's usually a good base point.
It seems the game doesn't really respond well to the many cores of the AMD Ryzen 9950X CPU. Setting the game's CPU affinity to only use the first 4 cores will resolve the problem:
* Start the game, but don't click through the initial loading videos.
* Open Windows Task manager.
* Right click the Helldivers2.exe file in the Details tab.
* Click Select affinity.
* De-select processors 4 - 31, leaving only CPUs 0-3 enabled.
* Minimize the task manager (This is crucial to avoid making the game freeze afterwards).
* Select the Helldivers 2 Window again and click Space to continue loading the game.
This prevents Helldivers from stuttering and lets me play the game on Ultra settings without any stuttering and with high framerate.
For my cpu usage issues (5800x3d) I've been using Process Lasso to run hd2 with disabled smt.
Which is just an affinity change to only use the actual physical cores and not the virtual ones.
You might get some additional gains from running all your physical cores but if nothing else setting your affinity preference in process lasso if a one time operation that doesn't need to be repeated each time you launch the game.
What kind of FPS/gameplay improvements did you notice? I'm on a 5700x3d

From what I've heard, turning on gaming mode in your bios fixes this aswell by disabling the non 3d vcache CCD. I haven't done this because I do work on my PC aswell and it's less than covient to be missing half my cores for literally anything else but gaming. I dont like having to do a gimmick for a game to run properly.
My fix was to go to Bios selecting Cache cores preferred Then go to windows power settings and selecting high performance power option (this power setting will disable AMD Core parking and CCD shutdown behavior)
Now all cores are available all the time but Cache cores are preferred and i have no stuttering issue anymore. (no need to use game mode or anything like that)
