Can't talk to Service Technician

The Service Technician is that one lady who stands in front of the engineering bay. She talks about how she chants in candlelight while renewing her citizenship vows. I can't talk to her. The prompt to interact with her just isn't showing up anymore. Not since the update.

First: The Known Issues list is so long (overall) that they stated several times that they will not write a complete list (also because it could have several errors, if it does not get updated).
Second: One needs to read the Known Issues in patch notes to know the "focused" known issues.
